Tripartite Program

The PIRATA program was born from close collaboration among institutions in the United States (NOAA, National Oceanic and Atmospheric Administration), Brazil (INPE, Instituto Nacional de Pesquisas Espaciais, with contributions from the DHN, Diretoria de Hidrografia e Navegação), and France (IRD, Institut de Recherche pour le Développement, and Météo-France). As early as 2001, these partners formalized their cooperation through a Memorandum of Understanding (MoU), committing to the long-term maintenance of the observing network.
